* IMPACTS...At 13.0 feet, Boots Street begins to flood as water backs up Massey Creek.

* ADDITIONAL DETAILS... - At 6:45 PM EDT Wednesday the stage was 11.4 feet. - Forecast...The river is expected to rise above flood stage late this evening to a crest of 13.5 feet tomorrow morning.
