* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas.
* ADDITIONAL DETAILS... - A slow moving cold front will approach and then stall over eastern North Carolina beginning early Thursday morning and lingering through Friday. Rounds of heavy rainfall and thunderstorms could bring rainfall totals of 3 to 5 inches.
