* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...A monsoon surge is bringing sustained winds up to 20 knots with frequent gusts around 25 kt through tonight. Gusts could approach 30 knots within heavy convection, which is currently observed just south and east of Chuuk's coastal waters.
