* WHAT...Major flooding is forecast.

* WHERE...Cedar River at Charles City.

* WHEN...From Thursday afternoon to Saturday afternoon.

* IMPACTS...At 18.0 feet, Fourth Street at South Grand Avenue begins to flood. East Riverside Drive at Brantingham Streets are closed. Sandbag efforts begin along Gilbert Street.

* ADDITIONAL DETAILS... - At 8:15 PM CDT Wednesday the stage was 4.4 feet. - Bankfull stage is 9.0 feet. - Forecast...The river is expected to rise above flood stage early tomorrow afternoon to a crest of 18.0 feet early Friday morning. It will then fall below flood stage early Saturday morning. - Flood stage is 12.0 feet. - http://www.weather.gov/safety/flood
