At 1052 PM EDT, emergency management reported that numerous roads in downtown Smithfield have 3 to 4 feet of water. Additionally, water has entered into residences in Smithfield. Between 3 and 5 inches of rain have fallen. Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Flash flooding is already occurring.
