* WHERE...In Delaware, New Castle. In New Jersey, Salem.

* WHEN...Until midnight EDT Thursday night.

* IMPACTS...At this level, flooding begins on the most vulnerable roads along tidal waterways. Some partial or full road closures are possible.

* ADDITIONAL DETAILS...Widespread minor tidal flooding could continue through at least Friday night's high tide or perhaps longer.
