* WHERE...A portion of the Panhandle of Texas, including the following counties, Hemphill, Lipscomb, Ochiltree and Roberts.

* WHEN...Until 1115 PM CDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos.
