* WHAT...Urban area and small stream flooding caused by excessive rainfall is expected.

* WHERE...Eastern Dona Ana County in south central New Mexico... Southwestern Otero County in south central New Mexico... North Central El Paso County in western Texas...

* WHEN...Until 700 PM MDT.

* IMPACTS...Water over roadways. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent.

* ADDITIONAL DETAILS... - At 535 PM MDT, A thunderstorm producing torrential rainfall rates over 3 inches per hour is moving into Far Northeast El Paso and Chaparral. While this storm will be fast-hitting, the intense rainfall rates will overwhelm drainages, leading to localized flooding on roads and poor drainage areas. - Some locations that will experience flooding include... Northeast El Paso, Chaparral, Fort Bliss, Biggs Field and Franklin Mountains State Park.
