* WHAT...Flash flooding caused by excessive rainfall.

* WHERE...Portions of southwest and western Texas, including the following counties, in southwest Texas, Terrell. In western Texas, Borden, Glasscock, Howard, Mitchell, Reagan and Scurry.

* WHEN...From Wednesday afternoon through Thursday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, arroyos, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded.
