* ADDITIONAL DETAILS...Invest 92W was upgraded to Tropical Depression 17W late yesterday evening by the Joint Typhoon Warning Center and continues to organize. Strong westerly winds are ongoing south of the circulation and will continue to impact Chuuk through Thursday with gusts to 45 kt expected.
