In east central Kansas, Anderson, Coffey, Douglas, Franklin, Geary, Lyon, Morris, Osage, Shawnee and Wabaunsee. In north central Kansas, Ottawa. In northeast Kansas, Jefferson.

* WHEN...From Thursday afternoon through Friday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - Forecast rainfall amounts of one to three inches Thursday and Thursday night could lead to scattered flooding, mainly of area creeks, streams and rivers.
