* WHERE...Portions of northeast North Carolina, including the following areas, Gates, Hertford and Northampton and Virginia, including the following areas, Amelia, Brunswick, Caroline, Charles City, Chesapeake, Cumberland, Dinwiddie, Eastern Chesterfield (Including Col. Heights), Eastern Essex, Eastern Hanover, Eastern Henrico, Eastern King William, Eastern King and Queen, Eastern Louisa, Fluvanna, Gloucester, Goochland, Greensville, Hampton/Poquoson, Isle of Wight, James City, Lancaster, Lunenburg, Mathews, Mecklenburg, Middlesex, New Kent, Newport News, Norfolk, Northumberland, Nottoway, Portsmouth, Powhatan, Prince Edward, Prince George (including Hopewell and Petersburg), Richmond, Southampton, Suffolk, Surry, Sussex, Virginia Beach, Western Chesterfield, Western Essex, Western Hanover, Western Henrico (Including the City of Richmond), Western King William, Western King and Queen, Western Louisa, Westmoreland and York.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas.
* ADDITIONAL DETAILS... - Scattered to numerous showers and storms are expected to develop by the late afternoon and evening today. A very moist air mass and slow storm motions will support a risk for heavy rainfall and flash flooding, particularly in urban, poor drainage, and flood prone locations.
