At 740 PM EDT, Doppler radar and automated rain gauges indicated thunderstorms producing heavy rain across the warned area. Between 2 and 4 inches of rain have fallen. Additional rainfall amounts up to 1 inch are possible in the warned area. There are numerous instances of high water on roadways and stranded vehicles across portions of Norfolk and Portsmouth. Flash flooding is occurring.
