* WINDS...North to northwest winds 10-15 mph with gusts up to 30 mph.
* RELATIVE HUMIDITY...25 to 35 percent.
* IMPACTS...Fires that develop could spread rapidly due to the strong winds and very dry fuels. Outdoor burning is not recommended.
