* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...Fresh to locally strong southwest winds will ramp up as a monsoon surge develops south of passing Typhoon Saudel. Seas up to 10 feet will be possible throughout the coastal waters.
