Coastal Waters from Cape Charles Light to Virginia-North Carolina border out 20 NM... James River from JRB to HRBT, Including the Elizabeth River...

* Until 1015 PM EDT.

* At 908 PM EDT, a severe thunderstorm capable of producing waterspouts was located over Willoughby Bay, moving east at 30 knots.

HAZARD...Waterspouts and wind gusts 34 knots or greater.

IMPACT...Waterspouts can easily overturn boats and create locally hazardous seas. Small craft could be damaged in briefly higher winds and suddenly higher waves.
