* WHERE...A portion of east Tennessee, including the following counties, Morgan and Scott.

* WHEN...Until 200 PM EDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways.

* ADDITIONAL DETAILS... - At 1153 AM EDT, the public reported flooding in the advisory area. Between 1 and 3 inches of rain have fallen. - Some locations that will experience flooding include...
