* WHAT...Northeast winds 25 to 30 kt with gusts up to 45 kt and seas 15 to 20 ft expected.

* WHERE...The coastal waters from Duck to Cape Hatteras, and the offshore waters from Duck to Cape Hatteras.

* WHEN...From 7 AM Wednesday to 6 PM EDT Friday.

* IMPACTS...Strong winds will cause hazardous seas which could capsize or damage vessels and reduce visibility.

* ADDITIONAL DETAILS...A strong coastal low will develop offshore east of North Carolina by Wednesday, then move north towards the coast of New England by the end of the week. This low is expected to produce an extended period of hazardous marine conditions for much of the ENC waters.
