* ADDITIONAL DETAILS... - At 1010 PM EDT, Emergency management reported heavy rain in Muncie due to thunderstorms earlier. Flooding is ongoing or expected to begin shortly. Between 4 and 8 inches of rain have fallen. - Some locations that will experience flooding include...
