* WHERE...Portions of Iowa, including the following counties, Allamakee, Chickasaw, Floyd, Howard, Mitchell and Winneshiek and southeast Minnesota, including the following counties, Dodge, Fillmore, Houston, Mower, Olmsted and Winona.

* WHEN...Until midnight CDT tonight.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
