.Very heavy rainfall from Wednesday evening through the overnight of 2 to over 3 inches will bring parts of the middle White back into minor flooding with a second crest and lengthen the amount of time in flood for points downstream. The primary, higher crest is past Spencer and should reach Elliston on Friday and make its way down to Hazleton late Sunday.

* WHAT...Moderate flooding is occurring and moderate flooding is forecast.

* WHERE...White River at Spencer.

* WHEN...Until early Monday morning.

* IMPACTS...At 20.0 feet, Hyden Road, Fifth Avenue, and west side of Cooper Street in southern Spencer begin to flood.

* ADDITIONAL DETAILS... - At 11:30 AM EDT Thursday the stage was 20.5 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 11:30 AM EDT Thursday was 21.0 feet. - Forecast...The river is expected to fall below flood stage Sunday afternoon and continue falling and remain below flood stage. - Flood stage is 14.0 feet. - http://www.weather.gov/safety/flood
