* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is occurring.

* ADDITIONAL DETAILS... - At 319 PM EDT, Doppler radar and area rain gauges indicate between 2 and 3.5 inches of rain has fallen since this morning. Even though the heavy rain has since ended, continued runoff will result in prolonged flooding in the area, particularly for low sections of roads adjacent to creeks. - Additional rainfall amounts up to 1 inch are possible in the warned area. - Some locations that will experience flooding include... Charleston, Nitro, Winfield, Clay, Jefferson, South Charleston, St. Albans, Dunbar, Hurricane, Sissonville, Eleanor, Buffalo, Clendenin, Poca, Elkview, Pinch, Coal Fork, Institute, Cross Lanes and Glen. - This includes the following highways... Interstate 77 in West Virginia between mile markers 96 and 115. Route 119 between mile markers 72 and 80. Interstate 64 in West Virginia between mile markers 33 and 57.
