Forecast Bar has always had a background behind the forecast. This release makes it somewhere real.

City Packs are photographs of real cities that follow your weather. Not a static wallpaper — the scene tracks your live conditions and the time of day, so the city behind your forecast is overcast when you are, and dark when you are.
They arrive on their own. Open the app in a city we have a pack for, or switch to one, and the scene is simply there, crossfading in. When the pack doesn't apply, it steps aside. The background picker now leads with them, and Remove All clears every download at once.
Packs run about 7 MB per city and download over Wi-Fi by default, with a cellular option in Settings and Low Data Mode always respected. They show up in widgets too, framed so skylines, monuments and landmarks survive the crop.

And new widgets load in cleanly now. The "Weather unavailable" flash on first add is gone, replaced by a loading placeholder, and a failed first fetch retries itself instead of sitting there.
