Severe weather alerts come from the US National Weather Service, delivered at the moment of issue — which also means they cover US locations only. If you're outside the US, Forecast Bar won't pretend otherwise.

Can I set my own alert thresholds?
Yes — that's the heart of it. Custom alerts cover 14 data points, each with your own threshold: wind above a speed you choose, temperature dropping below freezing overnight, UV, humidity, pressure, and more. You decide what's worth a notification.
